JBR Environmental Consultants, Inc. (JBR) has provided several services to Rio Tinto’s Kennecott Utah Copper (KUCC) facility, located near Salt Lake City, over the last several years. For this project, JBR was contracted to research, augment, streamline and prepare three Title V Operating Permit renewals for the refinery, power plant & tailings and smelter operations. JBR worked closely with each of the facility specific Environmental Managers to ensure the renewal application was representative of existing operations. Removing onerous or out dated monitoring requirements, removal of decommission equipment, simplifying recordkeeping tasks were all part of this three month effort. We also changed the operational limit of the natural gas usage for the power plant, based on the lower BTU value of supplied natural gas. JBR performed a walk-through emission inventory, checked emission calculations and performed a regulatory review to ensure these operating permits were within the regulations but not over extensive. Continuous Assurance Monitoring (CAM) determinations and plans were developed, that incorporated existing procedures to comply with the CAM Rule. The deliverables were completed on time and within the estimated budget.
